How to turn off Under Construction Page

I have installed this plugin and wanted to turn it off to test some functionality of my website. When I turned this off it still displayed when I went to my domain. I( deleted the plugin and it still appears. I re-installed the plugin and re-activated and changed the text and no of the changes appear,

Can someone help me figure out why this does not work and how to fix it.
