Plugin! is there a plugin for what i want?

Im looking to make a website on wordpress where my users can post articles and rate them. The articles with the most popularity will be kept and the least popular articles will be removed.

So Im looking for a plugin where users can post articles. And then after that I will just moderate and delete what unwanted content.

Is there a plugin for this? are there any websites that are running like this? where the visitors are the authors. Please get back to me. Thank you in advance!
