Dashboard stylesheet not loading

After some issues trying to install the latest version of WordPress, I thought I finally had succeeded by installing it manually (to avoid a ‘WordPress could not create directory’ error). However, once I installed it, I came across this.

I re-installed WordPress 3.5.2, cleared my cache, refreshed the page, then tried to manually update WordPress again, but to no avail.

I’m not really sure what I should try doing next.
