Try:
– switching to the default theme by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.
– resetting the plugins folder by FTP or phpMyAdmin.
You also neglected to mention what version of WordPress you are using.
I believe I am currently on 3.5.1 as that is what my host provides as a simple install. I have changed the name of the theme file by adding -old, now I just have a blank page and no theme at all for some reason WP has not restored to twentytwelve.
I will try and reset the plugins folder now

– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress. Make sure that you delete the old copies of files & folder before uploading the new ones.
– running the upgrade manually via wp-admin/upgrade.php
I have reset the folder via my host pannel (I am using FTP on another site at the moment) and still have the same problem. Twentytwelve still not showing either, just a blank screen?!?

I now have this:
Error establishing a database connection
I had to re-upload my php.config file.
Its a database problem. As I have now performed a new fresh install and updated to 3.5.2 and all OK.
I know when I import my database it will develop the problem again!
Im uploading my .sql file now……
……. Blank screen again!! 😐

Your site is not currently using the original Twenty Twelve theme & it still has active plugins.
I tried to do that and all i get is a blank screen. I dont have any plugins activated. (sorry for the multiple posts).
I have changed my current theme file to theme-old and I have now just got a blank screen.
Re-upload a fresh, unpacked, copy of the Twenty Twelve folder to wp-content/themes using FTP or whatever file management application your host provides.
