jetpack fopen issue

    Hi all,

    I am running wordpress 3.5.2 on a windows server with WPdotnet (http://www.wpdotnet.com/)and I am using Responsive theme version 1.9.3.3
    my domain is susoyle.com
    When i click onto “connect to wordpress.com” button it returns a message which is;

    Jetpack could not contact WordPress.com: register_http_request_failed. This usually means something is incorrectly configured on your web host. Could not open handle for fopen() to http://jetpack.wordpress.com/jetpack.register/1/

    Any help would be much appreciated. Thanks in advance
