Translating website to Arabic

Hello I have a website that needs to be translated to Arabic. I edited theme as arabic language and added direction rtl as well. The website orginally serve in turkish language. Some core elements still shows as Turkish. I couldn’t translate whole website by editing theme. Because some text comes from core of wordpress. date,error mssages… Quesiton is can I translate whole core as arabic but admin panel stay as Turkish?
