That only applies to WordPress.COM hosted sites. Your site is self-hosted so you can do whatever you want to the code of the theme or site.

One more thing. I dont have the “custom design” option in the “appearance” tab on my theme. How do I get that so that I can create a baby/child theme?
Custom design only applies to WP.COM as well. A child theme is more involved – see: http://codex.wordpress.org/Child_Themes
But if you only want to make CSS changes, you can add a custom CSS via a plugin such as Custom CSS Manager – then you can put your CSS changes there and they won’t be lost when the theme is updated.
