Not built in to this plugin. But there are several plugins that add the ability to rate. The best choice would be Product Reviews which is made especially for Easy Digital Downloads.
Two free options, which I’ve tried and can say that they work, are WP Customer Reviews and GD Star Rating. Hope this helps.
