Sounds like a gremlin hopped on board as the files were transferred – it does happen.
First, clear the Update Services box in options. That can be a source of post slowness.
Then delete ‘post.php’ and upload a new one.

i have the same problem, I cleared the Update Service box options and deleted the “post.php” and uploaded a new one, but still I can´t post anything. The text and photos can be seen inside the WP but caanot be posted!

This did not help. When the download box appears, I cancel it, then try to go somewhere else in the admin panel and I get the same problem, just receive a download box with a different .php file!

This problem still exists! I have reinstalled the latest WP, but the problem still exists. I have another site on a different server that I have WP and it has just started to do the same thing. I write a post and when I publish it, it sends a post.php to download. The post is saved and appears, but when I cancel the download and try to go to anywhere else in the admin area I get another .php file to download. I need to shut down my browser and re-enter into my site! I am at a loss as to what to do. Please if anyone can help, don’t be shy.

rpc.pingomatic.com was not the problem, the other 70 ping services I had were!! The problem is now fixed. Thanx everyone, thanx samboll.
