can you post more details such as the name of your theme and possibly a link to a post or page where the comment box is missing?
do you have comments enabled?
dashboard – settings – discussion
dashboard – posts – all posts – quickedit below each post title – tick ‘allow comments’
what are your setting there?
To answer your questions in order:
When I checked to see which theme is selected all I can find is a place to change the theme and noting that will tell me which is selected.
From my blog log in there is no place labeled Dashboard. I can select “Manage my blog” where there is still nothing labeled Dashboard. I selected Blog Admin which does bring up a side bar call “Dashboard” from that point on your directions work and YES, comments are enabled.
Did not understand the quickedit until I discovered by accident that it comes up with a mouse over. Allow comments was checked already.

I just started my blog and one person posted a comment. Now the comment block is missing and no one else can post a comment. I’ve tried all the nonsense from the forms such as checking to see if comments is enabled, etc. Really understanding what the reviews meant when they said WordPress is a coders tool not a writer’s tool.
