    Unable to add comments to blogs or view comments to blogs
    Can anyone tell if this is a theme issue or other?

    Probably other. The theme had to pass a theme test where this sort of thing would have been picked up. Have you tried Settings / Discussion ? (sorry, don’t know how experienced you are with WP)
