Plugin does not work at all with WordPress 3.5.1

Another, older plugin – http://wordpress.org/extend/plugins/order-categories/ works perfectly

Same result here. This plugin does not have any effect on the order of categories in WordPress 3.8. The alternative http://wordpress.org/extend/plugins/order-categories/ works perfectly fine.
