change “comments off”?

Sorry if this is been asked before, but I was wondering how to change the default “comments off” text to something else. I’d actually like to not have it at all if possible. I’ve poked around in a few of the files but I couldn’t find where that is set, and I didn’t want to do anything too drastic.
Edit: nevermind, I figured out what sections to remove without messing anything up.
