CSS not loading / forbidden access

I just installed WordPress for the first time on this server and noticed that none of the CSS is loading for either the front or back end. It’s all just plain text. If you go to the direct link of the css file it gives me a forbidden error on the major CSS files needed (but not all!). After reading some other situations of the same occurrence on the forums I did ensure that my file permissions are all set to 755 with my FTP. I also don’t have the ability to change the .htaccess file. Any help or insights would be greatly appreciated. The website with the errors can be found here: http://nicoleatone.com/
