Does WordPress suit me?

Hi,
I’m searching for a system for, not writing a blog/diary site, but something more like a news site.
Actually it will be a page that a school release some latest issue.

What I need will be an clean interface which let a clerk without Site Building knowledge(i.e. dunno how to write html code.. etc) to update and post new topic on the page.

The page only need, and must only list all topic titles without displaying the content(which is supposed to be viewed only by clicking into the topic).

Another thing I think I need is, instead of linking to a html page, sometimes the topics will directly link to a file(zip,pdf…whatever), I think no one would build such functions, but I’d like to know if there are any methods with wordpress can work around. (e.g. link to a redirect page that point to a file)

I’ve installed the wordpress with classic theme, but I think it will cost me some time to find out if wordpress suit my need(also finding a theme that close to my design) so it’d be great if someone familiar with wordpress can answer me, thx a lots.
