It sounds like you are just deleting the files, and not the database.
If you have some sort of control panel for your host, go to the database (or mysql) section and delete the database that you setup for wordpress.

To be more thorough I still had the same problems after I reinstalled it though, but now I was able to tinker around till I found out what the cause was. The best answer I can give is that the beta version of Opera I was using was causing all of my troubles with posting causing me to lose all of my sidebars. IE crashed when I posted a comment every time. Firefox works though and I am happy with that.
Addendum
I looked more closely for the root of the problem and discovered that it was not the browser, but the javascript plugin I was using called ‘multipop’. It looks like the makers are going to look in to it (maybe) and correct the problem.
