Change permalink

On my site menu I have a category “Portfolio”. Within portfolio is a subcategory “All”. I’d like to change the permalink of Portfolio from http://www.mydomain.com/projects to “All”‘s permalink http://www.mydomain so that Portfolio and All have the same permalink. WordPress isn’t letting me.

Any help would be great.
