    Please contact your host as it is because of some server configurations.

    Update: So I can hit the login screen if I rename wp-admin.php; however, when I put in my username / password I get forwarded to wp-login.php which is also IP banning.

    I don’t see a wp-login.php anywhere, is there a way I can login into admin portal without this wp-login.php? If not, can I rename it?

    Changing core files, including renaming them, can get you into more problems, AFIK. As you mentioned above, like many others, your host too is banning the IP of anyone trying to login. Either seek the support of your host or wait till they sort out issues.
