Adding Theme Admin Menus

I am currently writing my own theme. In the beginning I had decided that I wanted to include an admin menu with possible options. However despite all my searching I have only been able to find this which is quite out of date.

I was wondering if anyone could please refer me to some documentation on this matter? Thank you.
