Even administrator can't add new post.

I have been working with multisite configuration. I have been migrated sites into a new server. After migration admin privileges has been lost, now it shows submit for review instead of publish. I have been tried database fixes as well as resetting plugins. When i turned on debugging true it throws some errors such as follows,
