Limit Who can edit Pages (Help!)

I have a site with about 30 staff members. I have created pages for several semi-static sections of my site (Rules and general Info and such). I need to allow ALL of my staff members moderate at least ONE page, but NONE of the staff should be able to moderate ALL of the pages.
When asking about this in Freenode’s chat , Iwas told to use Usergroups, but since that gives ALL people in that usergroup the ability to edit ALL of those pages, it doesn’t work how i need it.
For example:
I have 5 pages
*Rules
*STaff Info
*Privacy Policy
*Links
*CopyrightI also have 4 staff members.
*Bob
*Kenny
*Claire
*MichelleI want Kenny and Claire to be able to edit Rules, Staff, and Links.
Michelle and Bob should only be able to edit Copyright and Privacy policy.How do I do this on WordPress 2? What plugins do I need to install to get this functionality?
