I previewed this theme in the WP repository, looks like it does not come with a navigation bar

But on the thumbnail there is a navigation bar on top.

I did, but it adds a list of the pages instead of a horizontal navigation bar.

Under Appearance > Menus you can create your own menu and assign it to either a Primary or Secondary theme location.
