Kind of. You can ban IP addresses. What info do you have from this user?

I have his email address….not sure if I can find his IP?
Did he make a comment on your site? If so it includes the IP address.

He did….and when I click on his name it shows his email and website..but no IP….sorry, am I missing it?

Are you an admin on your site? Visit http://your-self-hosted-WordPress-URL/wp-admin/edit-comments.php and it should show up.
Or are you using a WordPress.COM blog?

oh yes…..thank you! I am admin and on .org…..
So now that you have the IP you can ban them from your site using a plugin like http://wordpress.org/extend/plugins/wp-ban/
or if you just wanted to ban them from commenting you can put their IP or email address under Settings > Discussions
