    Looks like it’s in default-constants.php

    /**
    * Allows for the plugins directory to be moved from the default location.
    *

    */
    if ( !defined(‘PLUGINDIR’) )
    define( ‘PLUGINDIR’, ‘wp-content/plugins’ ); // Relative to ABSPATH. For back compat.
