I f ound a very useful paper talking about web site design. The paper also put some focus on blogger package design e.g. movable type. I am not sure is there any quick way to address those issues in the paper in wordpress.

The nice thing about wordpress is that it does this automatically through semantic markup such as true headings, use of lists and paragraphs, and good support of abbreviations/acronyms.
If you’re really interested in accessability, have you tried bobby?
