How to enable horizontal scroll in mobile?

    For some reason, my client don’t want responsive effect in mobile,tablet
    so i fixed the width of container class.

    but when i open the site in mobile, i can’t scroll horizontally.

    Should i disable some mobile jQuery or CSS?
