Problem with comment

Hi guys,

on my website, the box where a new comment can be put by a user is at the bottom of all comments already written. I am on a Test Phase, but I would like the box for new comment to appear on the top of all already written comments.

It is very usual for user to have everything in front of them, especially where they can post their comment and I need that box on the top always.

Please how can you advice me.

I am not very good with web design.

How can I do that.
