plugins say they are active but aren’t

i just upgrated from 1.5 to 2.0. after following the instructions and even running the upgrade, it seems to have worked well sans the plugins.

the only plugin that sucessfully activated was cat2email. but now i can’t even turn that one off. the message @ the top says that it has been deactivated, but it is still hightlighted green as it would in 1.5.

so it seems like that there is something going on in the database but still looking where.

any help is greatly appreciated.
