The plugin is tested which each version and different use cases for placing the language files.
Which version of WooCommerce do you use and especially which theme are using?
Do you use the custom translation option via theme or not?
Do you have the WPLANG constant correctly set in your wp-config.php? (Should you have anyways!).

Okay, following setup:
WordPress, updated to Version 5.0
WooCommerce, Version 1.6.6
Mystile, by WooThemes, Version 1.0.2
WooDojo, Version 1.3.0
WooCommerce German (de_DE), Version 2.5.3
Not sure what you mean with “custom translation option via theme”, but I have set WooCommerce in Settings–>General to “allow use informal localization file if it exists”.
The defined WPLANG constant looks like this, should be default: define(‘WPLANG’, ”);
If my future replies are delayed, please forgive me, will be traveling till early January.

The issue is with WPLANG constant you’ll have to set to de_DE, then everything will work! Like so:
define( 'WPLANG', 'de_DE' );

I’ll continue in this thread now, if you don’t mind.
After setting WPLANG to ‘de_DE’ following is the status:
WP admin area –> English
WooCommerce admin area –> German
WooCommerce output, content –> German
WooCommerce output, page titles and menus –> English
Very satisfied with the outcome, since I speak German, I can easily change the page titles and menus to German as well.
But I would still have following tow questions:
1. Is it possible to change the WooCommerce admin area back to English, leaving only the WooCommerce output in German?
2. Can you tell me how to best make a multilingual site (EN, DE, FR…) using your plugin? I know there are different ways to realize this, but taking your plug-in into account, which is the easiest way to do so?

Which plugin do you mean? My German language pack plugin called “WooCommerce German (de_DE)” or the “WooCommerce” plugin itself?
WooCommerce is already in version 2.0.13 so why want you upgrade to an version “1.6.6” then? — My own plugin never had that version number.
Could you please give more details on what you want to do and with want plugin?
