Manually Copying user data to Dev Site

Is there a way to copy the users and their posts to another site through ftp? I can’t login through the admin console.

We are having an error 500 with admin logins on our live site, but normal user functions still work and the site has no other problems. We can’t login and manage the site, so we are going to create a new Dev site, make changes necessary, and then redirect the url to the working one.

I can’t login and export users by clicking ‘export’ like so many people are telling me, so i was wondering if there is a php file i can just copy over to the new directory (both sites are on a server stored locally, so i can access them easily, just can’t login as admin through wordpress)
I copied over wp-contents fine and activated the theme and plugins, i just don’t have any users or their posts on the new site.

Has anyone dealt with a similar problem?
