Hi,
Anyone know if it’s possible to dynamically exclude post id’s in functions.php instead of enter them in Gui?

Yes. There are actually more than one way to do it, but you can do it with just couple of lines of code using relevanssi_post_ok filter. See Relevanssi manual on filter hooks.
