Turning off File Editor

For security reasons it says that I should turn off the file editor for plugins and theme in the WordPress admin. When I turn off the editor, “Editor” in WordPress completely removes. How am I still able to edit code and modify things…..or does it HAVE to be “on” for you to access “Editor”?
