setup subdomain network of 2 blogs on single site with site-wide navigation

Hi. I am totally new to WordPress & blogs. Somebody suggested I use WP for an entire site & I plunged into it, & now I am of course having problems, imagine that!
We need a website with static pages + 2 seperate blogs — & the ability to add more blogs as we go along, but with a maximum of say 8 blogs. As per the support articles here, I installed a WP multisite network (based on wildcard subdomains as required by our shared host, OVH), & the 2 blogs are also installed (1st in the root web directory, second pointed to a subdomain). Before driving myself mad with plugins, widgets, theme changes, category calls, etc, I want to ensure that I am actually going about this the right way.
This is what I need:
(1) static pages, having top-bar navigation & perhaps side-bar navigation, all linked to these static pages. This navigation & the general theme need to show up throughout the site, even on the blog pages
(2) a static page on the website (site.org/blogs/blog1) where blog #1 shows up, with side-bar navigation showing categories/tags/archives/search for blog #1 only; with changes to the theme to allow for some blog#1-specific text before the posts
(3) a static page on the website (site.org/blogs/blog2) where blog #2 shows up, with side-bar navigation showing categories/tags/archives/search for blog #2 only; changes to the theme to allow for some blog#2-specific text before the posts
(4) etcIs all this possible/good using the network install? Any hints on how it should all be installed?
Right now in the Settings | Reading | Front page displays, I cannot set blog #2’s front or post pages to a static page from the initial set-up, I am sure there is a work-around, but it is annoying.

I just wanted to thank you for the response, which did not end up in a void but was not immediately implemented due to various illnesses, trips, client non-deliveries, etc etc.
I never did get that plug-in working, altho I apparently have all the settings correct as the plug-in maker has specified. I ended up making another nav menu by hand that mirrors the main one, & I am hoping we don’t get too many blogs!
