Query Tags for data

    Is it possible to query Tag information without going through post and outside the loop?

    I have saved Tag data for example:
    Tag name: Soccer
    Tag permalink: soccer
    Tag description: A wonderful sport.

    There is no posts that is using it and I want to access this information to DISPLAY it in tag.php (my Tag archive page). Can this be done with WordPress?
