Internet Explorer 8 not showing header :(

Hi

Please help if you can. I have been banging my head against this header issue for the last few days. If you open it with Internet Explorer 8 or less it doesn’t show the header. I am ussing Kippis as a theme I have read all the posts on this forum and tried to find a solution.
The header is a .png and should open in any browser.

I have included the:

<meta http-equiv=”X-UA-Compatible” content=”IE=edge” />

string in the header.php file but it makes no difference.
Is there any solution to this issue?
