“Proudly powered by WordPress” NOT hosted by WordPress – that is referencing the software being used, many W themes come with that default tagline built in, just to let you know the site was built using the WP software. That has nothing to do with hosting
Which is totally different. It uses the WordPress software, which has nothing to do with hosting. WordPress is just software. To be used by anyone. They must download it, install it on a host, and do what they do with it. WordPRess has no connection to, no ability to, and no way (legally or technically) influence or compel any action on a website.
