Footer layout css styling issues

I am trying to create a template (using artisteer) and then editing it to do what i want. You can see the layout here:

What I am trying to accomplish is to have the content area (white box 1098 pixels wide) sit between the header and footer (which are both page wide. I would like to have the widget areas in the footer sit so they align with the edges of the content area.

I just can’t seem to figure out what is controlling the placement of those widgets on the page. I want the background of those widgets to be white, but I want to keep the dark green above the widgets.
Anyone have any suggestions on what I can do to accomplish what I am going for?
