Changing the Templates

I plan on providing some blogs to a target audience so I’d like to modify some existing templates to coincide with my target. I’m pretty certain you are allowed to modify a template for your use, but can I modify and then distribute? I would only be changing things such as color and images really. The author’s copyright would still remain on the template.
