contact form css and js loading in each and every page of my sites which is not good, how to push loading theme only where i want?

Upload File Field CSS in IE issue
If I don’t set a width for “Upload File” Field in CSS in IE beside the browse button a long input field appears! I tried the button css tag and it totally ignores the width.
