Best method to create multiple page styles

I am trying to create a flexible site with 7 or 8 different page formats that end users can pick from and quickly populate.

I also need to be able to add/remove these pages not only to/from the site but also to/from a menu system.

I have been told a good way to handle different page formats is to get a plugin that allows multiple themes and make a different theme for each desired format.

My 2 questions are:

1. Is this the best way to have 7 or 8 different page payouts?
2. Will this play well with a pull down menu?

I’m not technical so I’m hiring a programmer, but I’d like to make sure what I’m asking for makes sense.
