Admin menu missing vital functions

My admin menu is missing key options and functionality. On admin screen I am missing modules for appearance, themes, plug ins, settings, users. Also cannot add new posts from site. must use “Press This” but without settings menu i cannot configure so does not show. Can view post by selecting from admin menu after press this only. Cannot edit or add pages w/o server errors. In current state cannot even upgrade to wp 3.3.2 Help, i would like to know if there is a solution or if i must start over. If i must then how without purchasing new domain and/or hosting account?
