Yes, I can read. The Russian WordPress should ship as Russian. If it is not currently active in Russian, you will have to ask the support team at the Russian WordPress site.
Or, read their installation documentation.

What if I need to localize it into Persian or any other language that I completely can’t speak?
Nice that you can read, really. 🙂
Then you will have to search for the appropriate documentation, like Installing WordPress in Your Language, or WordPress in Your Language.
