Template : Exceeded max size

hello there,
maybe some of you already bored with this question, but I’ve been trying for hours for solutions.
creating php.ini
creating .htaccess.txt
using memory bump plugins
still when I upload my template
it writes the same thing.
memory exceeded in php.ini.
please anyone make this clear
