Trouble with the Admin Panel

This has happened a few times now, but when I log into my admin panel, it seems to have lost it’s formatting. The last time this happened, I downloaded a new WordPress install and replaced the wp-admin folder and it worked again. But now it seems to have happened again and it’s pretty annoying. I tried Re-Installing through the updates menu, but no change. Here is a screen shot of what it looks like.
