public forms and their search

maybe someone can help me further:
want that my users can create public forms
and users can search for that firms 🙂

like: ->

Form: Kaito #1

organizer: Kaito
game: tennis
time: monday
place: Hall 2

this forms should be shown on a site, and users should be able
to manage these forms (maybe every user can ONLY create up to
5 forms)

and users should be able to search for a form
and it should be possible that users can search for
a definated line in a firm -> search: Monday
-> tennis
