Allow users to upload images

I am wanting to allow any user to upload images and have them show up on my page automatically. I was kicking an idea around to use the picasa plugin to pull the images from a picasa album, but I haven’t figured out a way to allow users to upload from my site into an album. I am also wanting to put some ranking/like boxes with each image that has been posted.

Has anyone done this type of thing with wordpress, any ideas would be greatly appreciated. Thanks.
