Cannot rate theme, Your Rating Stars missing

    Wanting recently to rate a theme I use, I discovered that when on a Theme page (any of them) in WordPress.org, and while logged in, there are no blank stars under Your Rating that I can click to rate the theme.
    The weird part is that I have no problem when I am on a Plug-in page, then the Your Rating stars are there for me to use and function properly.

    Searching the Forum, I found out that many people seem to have this issue, but no answer has been provided yet.

    My Questions are:
    Does anyone know if you have to have a specific account or profile in order to be able to rate a theme.
    Or is there a Bug on WordPress.org that would cause this issue.
    Using W7 and IE9 (although I read people reporting the issue using FF and Chrome)
