WordPress is built in PHP so there is a good chance it can be used with WordPress, but the description is so vague that it is hard to really say.
I’m sorry if I was vague, but I don’t know how to explain it. I have several websites that I’m using WordPress and I kind of know my way around it, (because it’s simple) but this web script is php.
If it will help, here is the demo site:

You could try turning it into a plugin.
It could be used, with a little tinkering… but it would probably be a lot easier to just use an existing weather plugin.
The WP Wunderground plugin pulls from the same data source as that script.

The only problem with a plugin, is everyone I’ve seen has a little box of data and it’s for a sidebar widget. I was looking for a full page like the demo I posted earlier.
This may seem a little simplistic, but have you tried to just create a custom page in your theme (http://codex.wordpress.org/Theme_Development#Custom_Page_Templates) then included the php script after the_content function?
This would allow you to ‘wrap’ the script in WordPress.
I have to tell you that if the remote control didn’t have a button that said “On”, I’d sit for hours trying to figure how to turn on the tv.
What I’m trying to say is, I have no idea how to code, change code or add code or anything like it. I know it’s sad, but there’s people like me out there.
Then you may have to consider hiring someone. Try http://codepoet.com/ or http://jobs.wordpress.net/
