Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
I deactivated the plug-ins but still get the same message.

Did you try resetting the plugins folder?
I deleted all the plug ins that were in that folder and deactivated the ones I couldnt delete.

I was unsure if what I did meant that I resetted the plugins folder or not and thats why I said what I had done to the plug ins

I did it, but it still does not allow me to upload the theme. it keeps giving me the same message.
Try asking your hosts for assistance. You may have a permissions problem.
