changing widgets

I am trying to change widgets in the footer area of my blog. Using drag and drop, I have moved one out and moved another in, saved the changes but see no change on the displayed blog page. I’ve emptied the cache (W3 Total Cache), deleted temporary internet files from Internet Explorer, deactivated each of my plugins in turn to see if there was a conflict, all to no avail.
I changed my theme and then back again, still frustrated.
Can anyone offer some suggestions?
